

New fuddles are born into a random settlement, but have the ability to move to any settlement they wish. New settlements have to be started by a group of 15 or more fuddles.
Settlement Classes -
Hermit - Population 1
Township - 2-50 fuddles
Town - 51-1000 fuddles
City - 1001-5000 fuddles
Metropolis - 5001-10000 fuddles
Country - 10001> fuddles
Government Types -
Mayor options are seperated into three categories, depending on the amount of public backing the Mayor must have to change them.
Fellowship -
No Taxes
Any project the Mayor has for the city, comes out of the Mayor's pocket, though people are free to donate money for a cause by giving the funds to the Mayor.
Level 3 options are only available through votes.
Democracy -
Mayor can choose to have from 0-5% taxes for transactions handled in the Bazzar, and may raise this higher than that, up to 10%, through public votes. These goods are put into a town fund, which is only accessable by the Mayor, but viewable to all members of that settlement.
Level 2 and 3 options are only available through votes.
Dictatorship-
*Mayor can NOT choose this option unless the number of town guards is at least one-tenth of the total population.
Mayor can choose to have from 0-25% taxes.
All options available without votes.
Conditions to take over a town-
Normally, to become Mayor you must have a majority vote. All members of each settlement is allowed to vote for another member of that settlement for the Mayor position. A Mayor can only maintain this position when the majority vote shifts, if the government type is Dictatorship.
In order to take a town by force, you must meet four conditions :
1. You must be in, or run, a Warriors Guild. No one fuddle can accomplish this without a solid backing of Warriors.
2. 75% of current Town Guards must be defeated within one week. Town Guards who have not logged into their account for this time and Town Guards who are members of the attacking Guild, count as defeated guards as far as this count is concerned.
3. Mayor is captured within one week of the completion of #2.
4. The leader of the Warriors Guild is the new Mayor of the town, and is given one week to restore order. If this person does not want the position, he/she may elect someone to the task. Also, to maintain the position regardless of town member votes, enough new Town Guards must be elected for that number to be one tenth or more of total settlement population.
